Back in the 60's, there were some compamies that made conversion kits for hammermills. They used a rubber tire on a rim to drive the hammermill pulley that you could connect to the tractor PTO and drive the mill that way.
Haven't seen one of those in years, don't know if anyone still makes them. Might find one in a salvage yard? Probably could make one yourself, just make sure that the mill rotates in the right direction.
