Let's treat this like you would an electrical problem. Start from scratch, see what's working and where it's breaking.
First off, let's understand your setup. You have some sort of broadband connection (cable or DSL), presumably with an ethernet output. The ethernet output of the broadband modem is connected to your wireless router, and you have your desktop connected directly to the router via ethernet. Correct?
First thing to do is to connect your laptop directly to your broadband modem via ethernet. Reboot it and see if everything works. If that's good, then hook up your laptop via ethernet to the router and see how that works. If everything works OK there, then the problem pretty much has to be with the WiFi connection between the laptop and router.
Now, there could be a number of reasons why your other wireless devices work OK with this router. If the laptop is older, it may not support Wireless-N, and it could be that the Wireless-G doesn't work real well with your setup. Looking at the reviews for your Belkin N300, it has a lot of bad reviews for a device that should simply plug in and work.
