we had the same problem,and wound up purchasing another water truck, i think for your use you might be able to fiberglass the whole area of the leak and get it to last for awhile, but what happens is your leak, if its on the tank itself is just the first of it, the whole tank is getting corroded and thin,and will continue to sprout new leaks as time goes on. as you found, welding on something like this is nearly impossible as you usually just end up blowing new holes which you then have to fix, jb weld may also hold for a little while but like most types of plastic pucky temperature changes affect it, for instance filling the truck with cool water when its been sitting in the hot sun for awhile will usually cause it to turn loose and start the leak again,how big is the tank? you might price a poly tank but beware these usually do not have any internal baffling, and you dont want to hit the highway with a partially filled tank, the surge is dramatic if your not used to handling it,
