My Dad always had us cut alfalfa when he thought that it was 10% in bloom. He also had another test where he would "slip" the outer layer on the stem with his thumb that would tell him that it was time to cut. If the stems got too woody, it was past it's value for high nutrition feed.
We always had good quality hay if the rain stayed away long enough for the hay to cure so we were able to bale.
