I have seen some on craigslist in my area. From $20 for empty had chemicals all the way up to $100 for very clean food grade.
Lots of people around here get them; cut the top out and put their garbage cans in them by the street. Keeps dogs and coons from dumping over the garbage and scattering it all over the road.
I do not know of any paint that will stick to that smooth plastic but you better cover it cause the sun will eat it up. Remember when building a stand for it...... It will weigh over a ton full of water.
