If you run the fountain pump constantly why would you need the sump pump, except for periods when the fountain pump can't keep up. I'd think you'd be better off with one or the other and not both. I know I'd forget the fountain pump was even there and would burn it up when no water was in the sump. Maybe a smaller sump pump is needed if the current one cycles too quickly.
