Well....I think that Mr. Brownback is saying that local cops, and the county sheriffs will not support the Feds in their potential gun grab. The BATF has to do it alone, and it might come down to the Kansas state supreme court standing on the side of the citizens, not the Feds. But giving the middle finger to the feds feels good.
