Hard telling on that. Central Soya soybean plant explosion in Indianapolis was 19 years ago. Central Soya finally settled with the homeowners west and north of the plant for a meager $900,000 collectively in 2003. Most of that area is bare lots. What houses are there are boarded up. Indianapolis would not allow the plant to be rebuilt. It is a storage facility only until they can be loaded on rail cars. Facility holds over 1 million bushels.
