You may be able to pick up a large stationary compressor for not much more than scrap value. If you have a suitable tank you should be able to make up a system that will provide lots of air at a reasonable cost. You will need to include an "unloader" valve to allow the compressor to "unload"(not pump air) when your set pressure is reached and "load" (start pumping air) when the pressure drops. Of course you will need a belt and jackshaft set-up to get the compressor to run at its rated rpm when the tractor PTO is running 540rpm. There is no need to idle the tractor down or speed it up, the unloader valve does that function by turning the compressor "off or on".
