The billions of dollars are not just for mj but for cocaine, crack, meth, etc.. I honestly doubt law enforcement is spending lots of time busting mom and pop pot dealers. Nearly all the local busts that make the local paper are for the harder drugs. Also, the "gangsta's" that sell the harder stuff sell pot. I believe that even if mj were legal a lot of it would go untaxed as pot clients would continue to buy from the black market who would have the other drugs available if wanted plus have the selling advantage of no tax charged. So now you would have to have people out in the field as "revenuers" instead of DEA agents so the tax payer saves very little. 60 minutes did a story a couple of years ago about the comeback of moonshine mainly because the product could be sold cheaper due to no taxes collected among other reasons.
