for the tomatoes- are you referring to Late Blight? (phytopthora infestans) if so it is possibly in the ground, but not likely. i won't re write the book here, you can find it online, but it is probably airborne spores. the disease needs living host tissue to survive. there are foliar fungicides that must be applied as a preventative and are very effective. look for something with chlorothalonil or mancozeb. copper is also used by the organic crowd, but much less effective.
there are other diseases of tomato that look similar and do survive in the ground. maybe contact local extension for help w/ diagnosis?
