Any of the glyphosates (like Roundup, there are many cheaper generics, just as good) will kill most any green plant it contacts, but has no effect on seeds or the soil itself. It deactivates as soon as it hits clay particles and has no effect on anything you plant.
The plants need to be growing, above freezing of course, you need to spray the green parts, and adding some AMS (special N fertilizer that softens the water, helps the glyphosate work) is the best way. After spraying you want to let the plant grow a week, as the spray needs to travel down to the roots and kill the plant from the bottom up. So spray it and let it grow, plants will look good for a day or 2, that is what you want, let the spray work!
