This is the cheapest way to go. I put on of these on my old 12 valve. They have went up since I put mine on but I think they are about $90 for the filter and it will clamp on with the factory clamp in the air box. As far as the exhaust goes. If you have to have a muffler for inspection purposes then buy a performance muffler like one of the MBRP ones taht someone else has already mentioned. Some of them are basically just a bigger pipe. Its big like a muffler but does not have any of the baffles in them. That will help it some.
