it was probably a rubber tired tractor with an engine that is basically just an air compressor to create a load, but it does not matter what the load was, the number is the amount of forward pull the tractor, think of it as a giant fish scale hooked between the tractor and the load, more likely a hydraulic coupling with pressure guages. It is the same force if it is moving a rock, a trailer, or a sled.
