Eric, keep in mind your looking at a 1999 vehicle. Its 14 years old! Its priced accordingly for its age and miles! Just because GM finally has something that can play in the same sandbox as an old Ford doesn't mean these guys are comparing apples to apples. When it takes a new Duramax or Dodge/Cummins to pick on an old Ford tells you how good those trucks are.
As far as the bug deflector, maybe you should check that he didn't mean to say a bug screen. Some guys put a screen on the grill or behind it but ahead of the radiator either way. If its doing its job it may be plugged and blocking air flow.
