The safety valves are set by me, before the steam test. The boiler inspector asks me to run the boiler flat out for up to 5 minutes to see that the valves do not allow pressure to rise by more than about 5% above their set pressure. He does not seal the valves. As model engineers we are trusted not to alter them. I have never met anyone who has altered them, its just too dangerous. I decide what working pressure I need and tell the boiler inspector. The initial hydraulic test is to twice that pressure and that is recorded on the boiler record card. Subsequent tests, every 2 years, are to 1.5 times working pressure, until the boiler is declared a failure, maybe 10years down the line. I have seen full size engines working at 175 pounds, and have driven them at that. Given the rigorous testing we have, I have no problems with that.Testing of full size boilers is even more serious, as they are chcked for the thickness of the metal. As model engineers, we don't have that yet.
