I've seen pictures of this car(?) before. It could be on a 2WD pickup chassis or a 1970's car chassis. That steering wheel and the bottom of the dash could leave a mark!
It has a standard Minnesota licence plate for a daily driver on the back with a current 2013 sticker. It's not a white special plate for an antique, specialty or other restricted use car. I have to wonder if it is really licenced and insured here or if he just hung a licence plate from another vehicle on it for a parade day?
