To clean anything you need four things: heat to speed up the chemical break down; Chemical to penetrate and break the dirt bond; mechanical action to force the dirt off; and adequate time for everything to work. If any of these four is absent or weak you need more of another. To clean a motor first get it hot, this will supply your heat. Next, spray on cleaner. Cheap, bulk (gallons) oven cleaner is most cost effective, but solvent based, though more expensive, will work faster. look for the ones containing dlimonene. Give it some time to work and penetrate. Help it with some mechanical action like a long handled screwdriver to get into those shielded deep accumulation areas. Run the motor some more, spray more cleaner on, scrape some more, wait some more, then spray with pressure washer.
