Just did this on my 4020. Before removing the cable, try this. Take the cowl off. You will then be able to see where the cable attaches to the lever. Over the end of the cable will be a rubber boot. Push the boot off the cable, then squirt some lubricant, WD-40, PB Blaster or such in the cable. Work it back and forth and see if this frees it up. It did work for me.
