The solenoid powered up supplies oil to the direct drive (high) clutch pack. With solenoid not working, or not powered up the oil is directed to the over running bellville washers to prevent free wheeling but the actual drive is through the one way sprag unit. So, if sprag is good you will be able to pull a load. If sprag is bad you may still be able to move with the belleville washers but not pull any load.
