What you have there is a tobbaco primer, or could be used to harvest vegatables. I had one a few years ago and sold it. The people I bought it from used it to harvest their peppers. The one I had was built in Hobart, Indiana by the National company. I see it has a tag, what does the tag say? The reason it was called a tobacco primer was in the south where they harvested the leaves of tobacco off the plants in the field they drove between the rows and stripped the leaves off and put them in a basket that sat in front. You steered it with your feet, it had a very slow gear. There is supposed to be a shield on the back that covered the engine and held extra baskets. When I owned mine I took it to some shows and most people didn't know what it was, except the people from the southern states.
