Buffet doesn't get a pay check, his secretary (who makes over 500,000 a year) does. Buffet gets income from his investments. Prior to JAN 1 his tax rate on investment income was 15% while his secretary's PAY was taxed at 30%. Had Buffet paid himself at the same rate as his secretary he to would have paid 30% on his pay check income plus the 15% on investment income.
