Not true where I'm at. The Commissioners, all three are cattlemen and farmers. They collect cars, trucks and tractors. They all are trying to make a liv'n just like everybody else. They join the 4H, school board, MFA and got kids just like you and me.
They care about the County and they don't expect anybody to clean up something their not owning too. One of them I know puts in about 8-10 every day, some days more, for this county for less then 28K a year. He actually does something and cares about clean rivers and lakes here since canoing and floating is revenue in this part of the country.
Not all Commissioners is look'n for somebody else to do their work. The ones here have crews that actually work and will clean up messes like the OP talked about...or...they have connections with the department that will clean it up.
No reason in letting the water get filthy out of fear of hav'n to do something.
Your cows might wind up drink'n that oil, or worse--your kids. Years ago we didn't know that crap was a carcinagen...Now we do, so there is no excuse. Nada! 8)
