JD I really do not know how the cold effects the weevil. With Northern states not having a commercial crop because the summers are to short to grow it they most likely do not have restrictions. I just mentioned it because I know the crop is regulated so it might be worth checking. I know in Louisiana you can not grow cotton unless you receive prior permission from the Dept of Agriculture. They want to know where every cotton plant is in the state. Our state is now weevil free but if you get permission to grow cotton the state will place a weevil trap in your area to make sure we preserve our boll weevil free status.
