Ronnie have you cleaned the filter/screen(#13) in the sediment bowl on the transfer pump??? I have know guys to not know they where there and run them completely plugged. They will starve the tractor on fuel.
Also the transfer pump(22) itself can be going bad. Does it run better with a full tank of fuel and then get worse as the fuel level goes down??? If this is the case then the transfer pump very well could be bad. The transfer pump is bolted to the injection pump but is service separately. It is just bolted on and will not effect the injection pump is removed for servicing. You can also sometimes repair them as well. I will skip that for now.
