Laying them on the ground and covering them WILL NOT work. You would not be able to get an air tight seal. Silage piles work because they are hard packed. Your bales plus the ground under them would all have too much air for them to ensilage correctly. They will rot or mold. Have a friend that has tried the covering and dirt skirt an he always has moldy or rotten bales.
Oat and peas is a real PIA to get to dry for hay. I tried it s few times and usually ended up chopping them anyway. IF you do get them baled just find someone and have them wrapped.
