In Wi you are pretty safe at 5 mph over and even if they ticket you there, you can get it dismissed due to speedometer discrepencies and cops know that.
What I do have an issue with is following someone else speeding like that thinking they will spring the trap and you will go free. That is NOT LIKELY to happen. It is far more likely the cop will get BOTH of you. They do that around here all the time and very often are checking speed with more than one car sitting there for the reason you mentioned you were doing it.
