There is generally a "safe and reasonable" clause to speed limits. My uncle was a superior court judge and suggested i use the argument when i was pulled over for doing 5mph over the limit once. It worked. So, for instance, your on a 50 mph stretch of road and doing 55. Its light out, dry, no ice, light traffic, no buses, schools etc. Its reasonable and safe to do 55. But, say the same stretch of road is icy, snowing, fog, rain, or anything else of that sort you could get pulled over for doing the limit, never mind over it, because it was not safe to be going that speed.
