People talk as if OPEC has the world on a choke chain when in reality the OPEC member countries are at the mercy of the world market due to the fact that oil is all they got, look at Venezuela, Chavez ruined the countries infrastructure system and missed out on the largest oil boom in history while the rest of OPEC were struggling to maintain their production targets. China has shale gas and they will exploit it when they get their infrastructure in place, they don't have as much as the US but still plenty to stymie or drive down world oil prices. Texas would gain absolutely nothing from joining OPEC because Texas is not a third world country with a one fuction economy, if Texas oil producers need or want to regulate their oil market they just shut in wells, the same thing that happened prior to the last big run up in price.
