For your 95, the biggest problem is that all of the gauges are electronic and run off the computer, so I suspect there is no way to do it. On my 96, the throttle was electronic also (powerstroke). Speedo came from a sensor in the diff, etc.
Need to find an older ford with mechanical throttle and a cable from the tranny to the speedo, I would guess. The OP is using a 64 Ford F250 so that will work fine.
