Here, you can't by code put another layer on that roof, it'd all have to come off anyway. Depending on where you are you may not have to deal with that. We do have a barn that has a layer of cedar shakes on lath under a layer of asphalt with a layer of aluminum on top of that, that has been on there since the 70s.
