Disconnect all your glow plugs and check each one individually with a test lite or ohm meter. Glow plugs can test good but be bad. They may not heat up in the correct spot of their tip. Our old IH 560 diesel did that for years. We never had any problem with it. It was my dad's main tractor! We did have a block heater on the side of the engine that heated the coolant. Heating the coolant is best. It gets in the head where combustion takes place.
