To be honest it sounds more of a boat anchor than a tractor. It has way to many issues for a wrecker as really most of the parts people want are already wrecked/ worn out .
If the hyd pump sounds like a box of frogs it's probably junk or needing a re build. From the list the only plus i see is good tires. I would say to price it scrap weight plus say 400 for the good tires. as A guy needs to make a profit somewhere on it.
