300 is just broke in for a Powerstroke. Brakes are probably the vacuum pump. A shop should be able to check the vacuum. Around $100 to fix and can be done at home. Clutch could be a couple of things. There is a plastic bushing that is known to wear and not let the clutch fully disengage. All things that can be fixed fairly cheaply. If the body is good, and it's a 4x4, I wouldn't run away just yet. And technically, it can't be a 98. They ended the old body style in 97 and started the Super Duty in 99.
