Wrong all US paper money has been issued by the Federal Reserve since the Federal Reserve Act of 1913.What you refer to are the Federal Reserve Dollars now known as Silver Certificates that guaranteed their worth in Silver which were discontinued in the early 70's by Nixon when the US went off the Gold Standard and the US currency increased its fall in value.The Silver Certificates have never been 'called back' just discontinued many are still around and are sold regularly.
