Some individuals are missing the point, NOT ALL states have the same regulations. I had to go check our (Oregon's)reg.s on land owners. As I remember land owners and individuals acting for land owner can shoot varmints from a motorized vehicle..I was correct!!!

No Person Shall: ■ Hunt any wildlife from a motor-propelled vehicle.
