Actually most of the poor cutting decks I encountered back when I had a small engine shop suffered from a deck leading edge that was too close to the ground and back too close to the front edge of the blades. Any taller grass was pushed nearly horizontal before the blades touched it. I improved the cut of an old Gravely I use on rough ground 100% by removing the front skirt. The new ones still extend down low but slant down to the front so the grass can stand up before the blades hit it.
