I had a 1hp compressor and a 8hp generator would not run it. I think your 14 gauge wire is way too small. I'm not an electrician and don't have a voltage drop calculation chart in front of me but it sounds like all you voltage is used up in the resistance of the cord.
You could try a bigger pulley on the auger shaft. That would run it slower but give the motor more leverage to turn it.
