Without the TA clutch, the tractor will be in TA all the time if the TA unit is good. It will freewheel down hills, and if that's done enough times the TA unit will eventually fly apart from being overspeeded.
The TA clutch is generally the LAST thing to go bad in a mechanical TA unit. Normally if the TA is out, just leave the lever alone and the tractor will work fine in Direct pretty much forever.
