Most fours have an inherent inbalance problem at lower RPMs, whereas 3s and 5s do not.
Deere sold a few without the shafts in "economy" models. First one was the 210C backhoe. It had a low speed vibration so bad it tending to crack the muffler.
I suspect your "simple fix" would not work. The planet is full of fours that needed extra balancing. Gets me thinking of the 79-80 Plymouth commercial for their little car called the "Silent Shaft Arrow." Little four banger with balancer shafts like Deere.
