There are a couple of relays in the engine compartment. IIRC, there's a cube relay that's controlled by the ecm. The cube relay fires a heavier relay on the firewall... I think. The problem could be related to a bad relay, a bad solenoid on the starter, a bad key switch, or a problem in the myriad of wiring in the TWO seat switches and seatbelt switch that controls the lockouts for the ECM. The first place I check is the seat switches and their multiconnectors, then the seat belt switch. Those are by far the most likely sources of the problem. There is also a 5 amp fuse in the engine fuse panel that can blow... and that will do the same... but this is for the ECM... so if it's blown the panel will be dead.
