if engine doesnt have a load on it,that surging in normal. carb should have 3 adjustments...idle speed...idle mixture...and power mixture [not sure of MF's part name] anyhow,the power mixture affects the top end fuel. first of all,get your idle mix rite so tractor runs good at idle...then set your idle speed...last,adjust power mix to run smooth at about 3/4 throttle.
