If you can apply some heat to the full tank or cool the receiving tank you can transfer the fuel quite quickly by vapor.
When I had to drain the tank on a propane powered truck to replace the fuel pump I would just run hot water over the tank. That would move 80 - 100 gallons in about an hour. If it was a hot day I would run cold water on the receiving tank to do the same job.
