Used a lot of that stuff in my Excavating business. Works great. The reason for pavement failures is that when the subsoil gets wet, the mud is "pumped" up through the gravel course and then the failure occurs in the form of soft spots or potholes. The material is a porous membrane that allowes the water to pass through, but not the mud, thereby preventing the failure. I laid it under the gravel course in my lean-to horse shelter and the barn corrall.
