I live about 10 miles from the town in the story. All I can say is there is a hay shortage in this area. Add to that no market for cull horses and if you can't afford to buy hay what you get is someone who can't feed their stock and nowhere to get rid of them. Ain't saying it's right but that is the result of the ban on horse slaughter by well meaning but totally ignorant people.
