I could be wrong, but its apparent that any person could cause a livestock owner some grief, especially of the equine variety, in NYS. There is a certain element of "apprehensiveness" when it comes to keeping the barn stocked in plain sight, in addition to adequate grooming, turn out, work/riding, stall cleanliness, and similar. It might be a back burner concern when you know your place and care is right, just the same the element of someone potentially causing you trouble even when things are done right still kind of looms over you, given some of the worst case scenarios they have uncovered, just makes a more "scrutinous" eye for all, and another source of revenue if they can nail you.
