You need to ascertain what IS happening and what is NOT happening. When you pull back part way - the track should declutch but not brake. So, in this position, if on a hill, you should roll. Pull back further and then the brake engages. You need to know which is working, or which is not, and maybe neither. If the clutches are stuck - it can be from rust and moisture (very common) or from linkage out of adjustment. If the brake is not working - it can be out of linkage adjustment, out of "size" adjustment, wear, oil on the linings, or a linkage adjustment/repair.
