I've driven an old (1950) truck down I-405 near Seattle and had nothing but a handwritten bill of sale signed by the previous owner. I used that bill of sale at the vehicle license agency to apply for title, and received the title in the mail a couple weeks later, so I'd say that's all you need, at least here in Warshinton.
