I ran into that when I was sent to St Jose CA in 1973 to install instrumentation on 2 vehicles the Army was going to test. One pilot model was built by FMC and was a track laying vehicle. I forgot the the other company that built the wheel version that wasn't far from FMC. As soon as I showed up I was called in and told you can't install any instrumentation do to the union employees. I had to call back to Aberdeen Proving Ground to give them the news and since they already had a government contract we had them to install the instrumentation and I flew back to CA a few weeks later to inspect the instrumentation. Some of it was installed and we did the remainder when the vehicles arrived at APG. I took my wife along on the first trip. This was just after Nixon's vice president Spiro Agnew had to resign for not paying his taxes. Then later Nixon had to resign for Water Gate. Agnew was the MD governor before becoming vice president.
