Sure there was looting in NYC, but it was relatively light. Law enforcement continued to function during and after the storm. Many businesses in Manhattan never closed. During and after Katrina, you had a complete and total collapse of government. There was no law enforcement, government services and medical care were non-existent and businesses were abandoned. You can make the argument that the effects of the storm was more catastrophic in New Orleans, or that New York was better prepared, or that government response was quicker in NYC. I'd say all are true. You can also make the argument that New Yorkers are morally superior to Louisianans, which could also be true. After all, NY is a blue state.
